Khuc Hao, Military Commissioner of Giao Chau (860–917)

Background

In the year Dinh Mao (907), the Tang dynasty collapsed. China then fell into a period of turmoil in which five successive dynasties—Later Liang, Later Tang, Later Jin, Later Han, and Later Zhou—ruled in quick succession for a total of 52 years, a period known as the Five Dynasties. In the final years of the Tang, the empire was fragmented, banditry arose everywhere, and the weakened imperial court could no longer control the provinces.

In Vietnam at this time lived Khuc Thua Du of Hong Chau (now in Hai Duong Province). He was a wealthy local notable, known for his gentle and benevolent disposition, which earned him the admiration and respect of the people. In 905, when the Tang-appointed Tiet do su Doc Co Ton was summoned back to the capital to face charges, the Jinghai Circuit fell into a state of leaderlessness. Seizing this opportunity, Khuc Thua Du gathered local forces and took control of the capital city of Dai La.

In the year Binh Dan (906), the people of the region acclaimed him Tiet do su and entrusted him with the governance of Giao Chau. The Tang dynasty, weakened and unable to interfere, was forced to recognize Khuc Thua Du as Military Commissioner of the Jinghai Circuit, even granting him the title Dong binh chuong su to legitimate his authority.

The following year (907), the Tang dynasty collapsed and the Later Liang took power. The Later Liang emperor appointed Liu Yin as Prince of Nan Binh and Military Commissioner of Guangzhou as well as the Jinghai Circuit, with the intention of reclaiming Giao Chau. That same year, Khuc Thua Du died, and his son Khuc Hao succeeded him as Tiet do su, continuing his father’s rule.

Political Career

After Khuc Thua Du’s death, his son Khuc Hao continued to serve as Tiet do su, carrying on his father’s enterprise of autonomous governance. Although historical sources such as Dai Viet su ky toan thu, An Nam chi luoc, and Lich trieu hien chuong loai chi provide only brief accounts of him, they consistently affirm that he assumed leadership during a turbulent transitional period between the end of the Tang and the rise of the Later Liang.

In 907, after the fall of the Tang, the Later Liang dynasty rose to power. The Later Liang emperor appointed Liu Yin as Military Commissioner of Guangzhou and concurrently of the Jinghai Circuit, as well as bestowing on him the title Prince of Nan Binh. However, actual authority in Giao Chau remained in the hands of Khuc Hao. He continued to govern from La Thanh (Dai La), which had long served as the administrative center of the Tang in the region.

Khuc Hao not only preserved the autonomy established by his father but also implemented important reforms to strengthen the administrative system and stabilize society. He reorganized the administrative structure into lo, phu, chau, and xa, appointing officials to oversee each unit. He also revised the tax system and corvée labor obligations in order to ease the burdens on the population. These reforms contributed to building a relatively independent and effective administrative apparatus, reflecting his forward-thinking political vision.

Khuc Hao was the first to carry out major reforms that laid the foundation for an autonomous administrative system in Vietnam after centuries of Chinese domination. His governing philosophy was summarized as: “Government should be based on tolerance and simplicity so that the people may live in peace.”

“Tolerant” referred to moderating harsh measures and combating official corruption; “simple” meant streamlining administrative procedures; and “peace” referred to stabilizing the livelihood of the populace. Khuc Hao adjusted taxation and labor obligations, equalized land taxes, reduced excessive corvée, established household registers, and required clear registration of residence under the supervision of giap truong.

In administrative organization, he created a unified system from central to local levels, dividing the territory into lo – phu – chau – giap – xa. At the village level (xa), he placed chanh lenh truong and ta lenh truong; at the giap level, he appointed quan giap and pho tri giap responsible for registers and taxation. According to An Nam chi nguyen, the Jinghai Circuit had 314 giap, of which 150 were newly established by Khuc Hao.

These reforms helped maintain order, strengthen central authority, and reduce the power of local strongmen—an important step toward national autonomy.

Historian Le Tung in Viet giam thong khao tong luan praised Khuc Hao as a wise ruler with foresight and the qualities of a great leader. He introduced household registration regulations, organized the giap system, and laid the groundwork for societal administration during the autonomous period. However, his rule was cut short when he died in 917 after four years in office. After his death, leadership passed to his son Khuc Thua My.

Diplomatic Policies

After the fall of the Tang (907), the Later Liang recognized Khuc Hao as Military Commissioner of the Jinghai Circuit. However, the following year, the Later Liang emperor appointed Liu Yin, Military Commissioner of Guangzhou, concurrently as “Military Commissioner of the Jinghai Circuit,” revealing intentions to reclaim Giao Chau. Yet, due to Khuc Hao’s strong administration, the Liu family did not dare intervene.

In 917, Liu Yan (younger brother of Liu Yin) declared himself emperor, founded the state of Nam Han, initially naming it Da Viet and later Da Han, expressing clear ambitions to annex the Jinghai Circuit. In response, Khuc Hao sent his son Khuc Thua My to Guangzhou on a mission termed “establishing friendly relations,” though its real purpose was intelligence gathering. At the end of 917, Khuc Hao died and was posthumously honored as Khuc Trung Chu; Khuc Thua My succeeded him.

Thanks to Khuc Hao’s flexible diplomacy, the region remained stable and avoided conflict with Nam Han. However, Khuc Thua My later reversed his father’s policies by aligning with the Later Liang and opposing Nam Han, prompting the Nam Han ruler Liu Yan to send the general Li Kezhen to invade Giao Chau. Khuc Thua My was defeated, and Vietnam fell once again under northern rule.

Giao Chau Tiet Do Su Khuc Hao (860–917)

Origines

Son fils Khuc Thua My lui succéda.

(Khuc Hao, 860–917)

“寬”指減輕苛政、抑制貪吏;

“簡”指行政簡化、去除繁文縟節;
