Life and Background

Ngô Thì Nhậm (1746-1803), also known as Ngô Thời Nhiệm, was a renowned scholar, cultural figure, politician, and major intellectual of Vietnam in the late Later Lê period and the Tây Sơn dynasty.

He was born on October 25, 1746, into a distinguished scholarly family in Tả Thanh Oai village, now part of Thanh Trì District, Hanoi. His father was Ngô Thì Sĩ (1726-1780), a famous historian, scholar, and high-ranking official under the Lê dynasty. Raised in a family environment rich in academic tradition, Ngô Thì Nhậm soon revealed his intelligence and passion for literature and history.

From his teenage years, he achieved many notable accomplishments. At the age of sixteen, he compiled Nhị thập tứ sử toát yếu (A Summary of the Twenty-Four Histories), showing his ability in historical synthesis and research. At nineteen, he ranked first in the Hương examination; one year later, he completed Tứ gia thuyết phả. These achievements not only reflected his outstanding talent but also laid the foundation for his later political, literary, and scholarly career.

Career

Ngô Thì Nhậm’s career spanned two major regimes in late eighteenth-century Vietnamese history: the Lê-Trịnh and the Tây Sơn. He was not only a capable statesman skilled in governing the country, but also a cultural figure, diplomat, and influential thinker who made important contributions to the political and cultural transformations of the nation during a turbulent period.

Serving the Lê-Trịnh Court

Born into a distinguished scholarly family, Ngô Thì Nhậm entered the path of examinations and officialdom early. In 1768, at only twenty-three years old, he ranked first in the Hương examination and was appointed Deputy Surveillance Commissioner of Hải Dương. This marked the beginning of a promising official career.

During his service in Hải Dương, he not only fulfilled his administrative duties well but also devoted much effort to studying the geography, history, and culture of the locality. In 1771, after taking an examination at the Quốc Tử Giám and being ranked among the excellent candidates, he completed Hải Đông chí lược, a valuable local gazetteer that gave a fairly comprehensive account of Hải Dương in terms of its natural features, history, and culture.

In 1775, Ngô Thì Nhậm passed the doctoral examination as a third-rank Đồng tiến sĩ xuất thân, ranking fifth in the examination cohort, the same cohort as Phan Huy Ích. This was the highest degree in the examination system of the time, opening a rapid path of advancement for him within the Lê-Trịnh administration. Because of his outstanding talent and learning, Lord Trịnh Sâm especially valued him and once remarked: “His talent and learning are not beneath anyone’s.” After passing the examination, he was appointed Cấp sự trung of the Ministry of Revenue, responsible for supervising and deliberating on the court’s financial affairs.

In 1776, he was appointed Supervising Censor of Sơn Nam circuit, then promoted to the position of Đốc đồng of Kinh Bắc. Two years later, while continuing to administer Kinh Bắc, he concurrently held the position of Đốc đồng of Thái Nguyên. At the same time, his father Ngô Thì Sĩ held the position of Đốc đồng of Lạng Sơn. The image of father and son both bearing important responsibilities in frontier regions, and both renowned for learning and literature, became a source of pride among the scholar-officials of Bắc Hà.

During his service to the Lê-Trịnh court, Ngô Thì Nhậm repeatedly submitted memorials to the court discussing methods of governance, such as Giáo nghị, Pháp nghị, and Chính nghị. These essays expressed reformist ideas, emphasizing the moral education of the people, the rectification of law, and the strengthening of political order. However, since the Lê-Trịnh government had already entered a period of decline, his proposals, though highly regarded, were largely unable to be implemented.

In 1780, after the political incident commonly known as the Canh Tý case, Ngô Thì Nhậm was promoted to Right Vice Minister of the Ministry of Works. However, rumors among scholar-official circles claiming that he was involved in the case made him a target of attack. To avoid political consequences, he left the capital and withdrew for a time to his wife’s native village, Bách Tính, now in Nam Trực District, Nam Định Province. In that same year, his father Ngô Thì Sĩ passed away, leaving him to endure both the grief of losing his father and the pressure of public criticism.

Assisting the Tây Sơn Dynasty

When Nguyễn Huệ marched north for the first time, Ngô Thì Nhậm still maintained his loyalty to the Lê dynasty and did not cooperate with the Tây Sơn forces. It was only in 1788, when the political situation had completely changed, King Lê Chiêu Thống had gone into exile, the Lê-Trịnh government had collapsed, and Nguyễn Huệ issued an edict seeking talented men in order to win over the elites of Bắc Hà, that Ngô Thì Nhậm decided to cooperate with the new government.

He was one of the first Bắc Hà scholars to present himself before the Tây Sơn court. Recognizing his talent and vision, Nguyễn Huệ was extremely pleased and once said: “Truly, Heaven has reserved you for me.” He was appointed Left Vice Minister of the Ministry of Personnel, granted the title Marquis of Tĩnh Phái, and directly took part in organizing the administrative apparatus in Bắc Hà. He was later promoted to Minister of Personnel, one of the highest offices in the court.

Not long after taking office, Ngô Thì Nhậm actively persuaded former Lê officials to join the new government, helping stabilize the political situation in the North. He became one of Nguyễn Huệ’s most important advisers in the process of national unification.

Contributions in the Resistance against the Qing Army

At the end of 1788, after King Lê Chiêu Thống sought aid from the Qing dynasty, nearly 300,000 Qing troops entered Đại Việt. In a situation where Tây Sơn forces in Bắc Hà were still thin, Ngô Thì Nhậm and the generals proposed a plan to actively withdraw to the Tam Điệp-Biện Sơn defensive line in order to preserve their forces and wait for Nguyễn Huệ’s main army to come from Phú Xuân.

He judged that temporarily yielding Thăng Long to the enemy would cause the Qing army to become overconfident, thereby creating the opportunity for a decisive counterattack. Subsequent events proved the correctness of this strategy, when Nguyễn Huệ carried out a lightning march to the North and won a resounding victory in the spring of Kỷ Dậu, 1789.

After the victory, King Quang Trung highly praised Ngô Thì Nhậm’s role before the generals, acknowledging his ability in strategic planning and flexible response at a critical moment.

Diplomat and Policy Planner

In 1790, Ngô Thì Nhậm was appointed Minister of War. Although he held charge of the Ministry of War, the field he mainly handled was diplomacy with the Qing court. He became an important architect of diplomatic policy between the Tây Sơn and the Qing after the Kỷ Dậu victory.

As a learned scholar and outstanding man of letters, most of the diplomatic documents sent to the Qing court were drafted by him personally. These diplomatic letters showed a harmonious combination of a firm stance in defending national sovereignty and a flexible, skillful art of diplomacy, helping normalize relations between the two countries in a highly sensitive context.

He participated several times in diplomatic missions to China, including the mission of 1790 and the period of 1792-1793. During these journeys, besides diplomatic duties, he also studied historical and cultural relics, recorded geography and scenic sites, and investigated traces related to Vietnamese history on Chinese soil. These notes were preserved in Hoàng hoa đồ phả, becoming a valuable source of material for later generations.

In addition to foreign affairs, Ngô Thì Nhậm also took part in planning many important policies aimed at restoring the country after war. Together with Trần Văn Kỷ, he advised Quang Trung on reorganizing the administrative system, reforming taxation, stabilizing the population, and reviving agricultural production. In particular, the Edict Encouraging Agriculture, drafted by him, clearly expressed the idea of taking agriculture as the foundation for restoring the nation after many years of warfare.

Final Years and Buddhist Studies

After King Quang Trung died in 1792, Ngô Thì Nhậm’s political position gradually declined. He withdrew from politics and devoted most of his time to Buddhist studies, especially the Trúc Lâm Zen school. Under the Dharma name Hải Lượng, he gathered monks and scholars to revive the thought of Trúc Lâm Yên Tử Zen, contributing to the harmonization of Confucian learning and Buddhist studies in a society full of upheaval.

Tradition holds that, toward the end of the Tây Sơn period, he left official life and went to Vạn Phúc Pagoda in Sóc Sơn, Hanoi, to live in seclusion and practice. It was during this time that he compiled Trúc Lâm tông chỉ nguyên thanh in 1796. The work not only systematized the teachings of Trúc Lâm Zen but also expressed an engaged viewpoint, taking moral cultivation and service to society as the core of the practitioner’s path. Because of these contributions, Ngô Thì Nhậm has been honored by many later scholars as one of the important figures in the revival of the Trúc Lâm Zen school in the late eighteenth century. In 1798, he had the bell of Vạn Phúc Zen Monastery cast, and it was completed on November 21. This bell is now kept at the Vĩnh Phúc Museum.

The bell is inscribed:

“Your servant, the monk presiding over Dharma affairs, the Śramaṇa named Hải Lượng.”

“Presiding over Dharma affairs” means that the Śramaṇa Hải Lượng himself presided over the casting of this bell. Śramaṇa Hải Lượng was Ngô Thì Nhậm.

Death and Worship

In 1802, when the Nguyễn dynasty unified the country, many former Tây Sơn officials, including Ngô Thì Nhậm, were arrested. In 1803, he, together with Phan Huy Ích, Nguyễn Thế Lịch, and several Tây Sơn officials, was punished by flogging at the Văn Miếu of Thăng Long. According to tradition, during the execution of the punishment, Đặng Trần Thường, who had previously had a conflict with Ngô Thì Nhậm, took personal revenge, causing him very severe injuries. After returning home, Ngô Thì Nhậm passed away, ending the life of a great statesman, scholar, and thinker who left a deep mark on politics, diplomacy, literature, and Buddhist studies in late eighteenth-century Vietnamese history. Afterward, on the doctoral stele dated to the 36th year of Cảnh Hưng at the Văn Miếu-Quốc Tử Giám, his name was chiseled away.

Today, Ngô Thì Nhậm is worshiped at the Ngô Thì Nhậm ancestral hall, formerly also called Sùng Đức Temple, in Tả Thanh Oai village, Thanh Trì District, Hanoi. According to the stele Sùng Đức từ ký, dated to the second year of Cảnh Thịnh, 1794, it was built by Ngô Thì Nhậm’s father, Văn Dụ Vương, that is, Ngọ Phong Công Ngô Thời Sĩ, in the Bính Tuất year of the Cảnh Hưng reign, 1766, after he passed the Hoàng giáp degree. The ancestral hall still preserves portraits of Ngô Thì Nhậm, Ngô Thì Sĩ, and several personal objects of Ngô Thì Nhậm.

Assessment and Evaluation

Ngô Thì Nhậm was one of the representative intellectuals of late eighteenth-century Vietnam, fully embodying the qualities of a major politician, diplomat, cultural figure, and thinker. His life was closely tied to the fierce upheavals of national history, from the decline of the Lê-Trịnh government to the formation and development of the Tây Sơn dynasty. In that context, Ngô Thì Nhậm chose the path of engagement, taking the interests of the nation and the stability of society as the highest goals, showing a mode of action that rose above the constraints of traditional loyalty to a monarch.

Politically, he was a reformer with far-reaching vision. Even while serving the Lê-Trịnh court, Ngô Thì Nhậm repeatedly submitted memorials such as Giáo nghị, Pháp nghị, and Chính nghị, proposing measures to rectify politics, education, and law. Although these recommendations were not implemented because of the weakness of the ruling apparatus, they still reflected the progressive administrative thinking and desire to renew the country of a major intellectual.

Under the Tây Sơn dynasty, Ngô Thì Nhậm’s talents were fully brought into play. He not only participated in strategic planning during the resistance against the Qing army, but also played an important role in organizing the administrative apparatus and building diplomatic policy toward the Qing court after the Kỷ Dậu victory of 1789. The diplomatic documents he drafted were highly valued for their harmonious combination of the principle of defending national sovereignty and the flexible art of diplomacy, helping maintain a peaceful environment so that the Tây Sơn dynasty could stabilize and develop the country.

Ngô Thì Nhậm was not only a statesman but also a learned scholar and one of the representative figures in the history of Vietnamese thought. His writings covered many fields, including history, philosophy, literature, and Buddhist studies, showing his broad knowledge and ability to synthesize the major systems of thought of the East. In particular, during his final years, he turned to Buddhist studies and contributed to the revival of the Trúc Lâm Zen school through Trúc Lâm tông chỉ nguyên thanh. With his thought combining the engaged spirit of Confucianism and the liberating philosophy of Buddhism, Ngô Thì Nhậm left an important mark on the development of Vietnamese Buddhism in the late eighteenth century.

However, Ngô Thì Nhậm’s political path has also been the subject of much debate. His move from serving the Lê-Trịnh court to serving the Tây Sơn dynasty caused some feudal historians to criticize him from the perspective of loyalty to the monarch. Yet from the viewpoint of many modern researchers, that choice should be placed in its specific historical context, when the old order had completely collapsed and the need to unify and stabilize the country had become an urgent task.

Overall, Ngô Thì Nhậm was one of the outstanding figures of eighteenth-century Vietnamese history. The legacy he left behind is extremely rich, including politics, military affairs, diplomacy, and scholarly and intellectual values that have had a lasting influence on Vietnamese culture and Buddhism. The image of Ngô Thì Nhậm is therefore always remembered as that of a representative engaged intellectual, one who devoted his entire life to the prosperity of the country and the development of national scholarship.
